Garissa– Garissa County Woman Representative Amina Udgoon Siyad has condemned the fatal shooting of a taxi driver, Ahmed Sheikh Omar, allegedly by officers from the Border Patrol Unit (BPU) stationed at Modika in Garissa County.
In a statement issued recently, MP Udgoon Siyad described the incident as a “reckless and extrajudicial killing,” emphasizing that the victim was an innocent young man with no criminal record, peacefully conducting his taxi business. “Why shoot an unarmed civilian? Are there not other lawful means of effecting an arrest?” she questioned.

The BPU, a specialized unit under Kenya’s Administration Police Service is tasked with border security and preventing cross-border crimes, particularly in regions like Garissa near the Somalia border where threats from groups such as Al-Shabaab persist. However, allegations of excessive force by security forces in North Eastern Kenya have long raised concerns about human rights and accountability.
MP Udgoon called on the Independent Policing Oversight Authority (IPOA) and the Garissa Sub-County Security Committee to launch a thorough, impartial investigation. She insisted that the responsible officers be prosecuted for murder if found culpable, stating, “We demand justice for the family of the victim and for the people of Garissa County at large.”

The Woman Representative extended her condolences to the bereaved family, adding in Swahili, “Poleni sana,” and pledged to stand with them until justice is served.
The incident highlights ongoing tensions over police conduct in the region amid broader national debates on extrajudicial actions. IPOA has yet to issue a public response.
