MANDERA— Dr. Omar Jibril Mohamed, a respected professional with over two decades of experience in disaster management, public health, and sustainable development, has officially announced his bid for the Mandera North parliamentary seat in the 2027 General Elections.
The announcement marks Dr. Omar’s renewed push for the constituency, where he previously expressed interest in both the 2013 and 2017 polls.
On those occasions, he stepped aside in the spirit of negotiated democracy to support the current Member of Parliament, Bashir Abdullahi Sheikh. Observers see this latest move as a significant development in the political landscape of Mandera North, a constituency long shaped by clan dynamics, pastoralist challenges, and the need for resilient leadership in arid and semi-arid regions.
Dr. Omar, who hails from the area, emphasized his commitment to addressing the core issues facing residents. His manifesto highlights key priorities: promoting peace and cohesion among diverse communities, strengthening healthcare services, improving access to clean water, enhancing education opportunities, and building long-term drought resilience.
These pledges resonate strongly in Mandera North, where recurrent droughts, limited infrastructure and inter-community tensions continue to affect livelihoods.
“Mandera North deserves leadership grounded in experience, integrity and a deep understanding of local realities,” Dr. Omar stated during his announcement.
“My journey in disaster response, health program management, and policy development has equipped me to deliver tangible solutions for our people.”
A qualified expert, Dr. Omar Jibril Mohamed holds a Master of Science in Disaster Management and Sustainable Development from Masinde Muliro University of Science and Technology (MMUST), a Bachelor of Psychology in Counselling from the University of Nairobi and a Diploma in Kenya Registered Community Health Nursing from Kenya Medical Training College (KMTC).
He is currently pursuing a PhD in Clinical Psychology at Africa International University. He also possesses additional professional certifications in mediation, arbitration, corporate governance, and strategic planning.
His extensive career spans senior roles in both government and international organizations. He previously served as Director of Disaster Management and Humanitarian Coordination at Wajir County Government, where he established the Disaster Management Directorate and spearheaded the county’s first Disaster Management Policy.
At Comitato Collaborazione Medica (CCM-Italy), he coordinated Global Fund-supported TB, Malaria and HIV programs across Somalia, overseeing more than 120 health sites, building local capacity, and strengthening monitoring and evaluation systems.
Dr. Omar currently coordinates projects at the IGAD Centre of Excellence in Climate Change Adaptation and Environmental Protection and volunteers as National Coordinator of the Kenya Arid and Semi-Arid Lands Stakeholders Forum (ASF), where he champions drought resilience and community-driven development. He previously chaired the Kenya National Library Service Board.
With deep roots in community service, policy advocacy, and cross-border humanitarian work, Dr. Omar positions himself as a candidate capable of bridging development gaps in one of Kenya’s most marginalized constituencies.
As the race for 2027 begins to take shape, his entry adds a strong technocratic voice to the contest, focusing on practical solutions rather than politics alone.
As the 2027 elections approach, political activity in Mandera North is expected to intensify. Dr. Omar’s entry adds a strong contender with extensive experience in the very sectors—disaster preparedness, health and community resilience—that remain critical for the constituency’s progress.
