GARISSA — The Horizon Analysts and Researchers Network (HARN) has attributed the escalating tensions in Garissa and parts of Northeastern Kenya to a deepening leadership vacuum at the grassroots level, following the alleged shooting of a taxi driver by a police officer.

In a press statement released today, HARN expressed deep concern over the tragic incident, which has ignited widespread public anger and demands for justice across the region. The organisation condemned the killing in the strongest terms and called for the immediate arrest of the implicated officer, a swift and transparent investigation, and the delivery of justice without delay.

“HARN notes with alarm the growing signs of leadership vacuum at the grassroots level, where elected leaders appear absent, leaving idle youths vulnerable to manipulation and parents without clear guidance,” the statement read. It further warned that unresponsive institutions are deepening public frustration and eroding trust in the rule of law, emphasising that “impunity has no place in a democratic society.”

The incident has raised fears of possible unrest in Garissa and surrounding counties, where historical grievances and socio-economic challenges often fuel volatility. HARN urged all citizens, especially the youth, to exercise maximum restraint and refrain from actions that could spiral into inter-communal conflict or violence.

Instead, the network appealed to opinion leaders, elders, youth representatives, and religious figures to immediately convene a Peace Dialogue Forum. Such a platform, it said, would help address underlying grievances, promote constructive dialogue, and foster unity. Grassroots leadership must step up by providing clear direction, calming tensions, and steering communities toward peaceful resolution rather than confrontation.

While acknowledging that the demand for justice is legitimate, HARN stressed that it must be pursued exclusively through lawful channels. “Any resort to violence, destruction of property, or inter-communal clashes will only worsen the suffering of ordinary citizens and undermine the very cause of justice,” the statement warned.

The organisation also appealed directly to the government and senior security officials to demonstrate genuine commitment to accountability. It called for the prompt arrest of the “killer cop” and adherence to due process. At the same time, HARN reminded Kenyans that sustainable peace and justice depend on calm heads, constructive engagement, and unwavering respect for the rule of law.

HARN affirmed its readiness to support authentic peace-building initiatives and pledged to continue closely monitoring developments in the region.

The statement comes amid broader concerns about security and governance in Northeastern Kenya, where past incidents have sometimes led to protests and ethnic tensions. Local residents have expressed frustration over perceived slow responses from both county and national leaders, amplifying calls for stronger community-level engagement.

Analysts say the vacuum highlighted by HARN reflects long-standing challenges in devolved governance, including limited visibility of elected officials during crises and weak coordination between security agencies and civilian leadership. As Garissa remains tense, stakeholders hope the call for dialogue will prevail over unrest.
