NAIROBI – The Directorate of Criminal Investigations (DCI) has concluded that the reported disappearance of former Cabinet Secretary Raphael Tuju was not an abduction but a carefully orchestrated stunt designed to mislead law enforcement and the public.

In an official statement, the DCI revealed that a missing person report was lodged at Karen Police Station on March 22, 2026, sparking widespread concern and speculation about foul play, including claims of suspicious vehicles with no number plates trailing Tuju. However, after a thorough inquiry involving CCTV analysis, witness statements, and vehicle tracking, investigators determined the episode was self-orchestrated.

The timeline begins on March 21, 2026. At 18:46:28 hrs, Tuju’s vehicle, registration KCL 346P, left Entim Sidai Hotel. A brief roadside interaction occurred with a white Toyota Probox, registration KDN 673L. The vehicles then moved in opposite directions before converging again.

CCTV footage captured KCL 346P heading toward Tuju’s residence at 18:52:42 hrs, while the Probox joined the main road toward Ngong at 19:03:00 hrs. By 19:04:40 hrs, Tuju’s car was seen moving toward Karen Shopping Center. The vehicles later met on Nandi Road, with the Probox closely following at 19:11:46 hrs. Both then proceeded toward Miotoni Road.

The alleged “abandonment” unfolded at Miotoni Lane: At 19:17:59 hrs, KCL 346P parked with headlights off and hazard lights on. The Probox arrived seconds later at 19:18:12 hrs. At 19:18:16 hrs, three individuals exited Tuju’s vehicle and entered the Probox, which departed at 19:18:47 hrs. By 19:38 hrs, the Probox was heading directly toward Tuju’s residence, closing the loop of the operation.

Vehicle ownership adds weight to the findings: KCL 346P is registered to former CS Raphael Tuju, while the Probox belongs to Mwanaidi Chemeli Saidi. Persons of interest include driver Samson Okiya Sirako, Karen Wangare (whose phone handled communications), Khadijah Chepkosia Saidi (who controlled the narrative), and Zipporah Wambui. The Probox remains at large and has not been impounded.

The DCI stated that the sequence directly contradicts any abduction claims, describing the incident as a “voluntary, premeditated plan” with undisclosed motives. Authorities are pursuing the four individuals for their roles in planning and execution, promising appropriate legal action.

The statement warned that any diversionary tactics by Tuju would not derail justice. “The investigation remains active and will be pursued vigorously to its logical conclusion,” it added. Further updates are expected as developments arise.

This revelation has sparked intense debate in political circles, with questions lingering about the motives behind the alleged scheme.
